As part of the promotion of the domestic financing market, in 2013 the Government established the legal regime for Treasury Bonds and approved the Statute of Specialized Operators in Treasury Bonds (OEOT).

OEOT status is assigned by the Minister who oversees the area of Finance to financial intermediaries who are members of the clearing and settlement system of the Mozambique Stock Exchange and who, together with the State, participate in the implementation of the Debt Management Strategy Public.

First Capital Bank, SA was recently granted the status of Specialized Treasury Bonds Operator - OEOT. The bank is governed by Mozambican law and has extensive experience in this type of exchange operations, and operates in markets such as Malawi, Zimbabwe, Zambia and Botswana.
